competions/env: only invoke subcommand completions once

This prevents a seemingly infinite loop in
fish -c 'alias ssh "env ssh"; complete -C "ssh "'

It still prints "maximum recursion depth exceeded", but a follow-up commit
will work around that.

Fixes #7389
