Remove no-longer-needed CMAKE_BUILD_TYPE comment

An update to `CMakeLists.txt` set the default build type to
`RelWithDebInfo`, so there's no need to tell users to consider appending
`-DCMAKE_BUILD_TYPE=Release` at all.
